Understanding foreign language use at U.S.DoS overseas posts:
A task-based needs analysis

John McE. Davis, Yorktown Systems Group
Ben Kloda, FSI

This presentation reports on a project conducted by the FSI School of Language Studies (SLS) investigating foreign language use by Department of State (DoS) employees at U.S. overseas posts. The project adopted a task-based needs analysis approach aiming to better understand the high-priority work and life-related tasks conducted by U.S. embassy and consulate staff in foreign languages. Information on key post activities and tasks was first collected via extensive documentation review and 62 phone interviews with DoS overseas employees. Tasks collected from document review and interviews were transferred into an online questionnaire and rated for importance and frequency by 761 DoS respondents currently working abroad. The presentation reports on implications of results as well as potential uses of the project by various SLS stakeholders toward development of assessment, instruction, and curriculum design.
